Why is there such a severe punishment for women that show their hair to non mahram?

Mohammed when visited hell saw women hanging upside from their hair above a blazing fire. When Mohammed asked what the reason was, the response came that these women didn't hide their hair when in the company of men they weren't related to. So please explain to me why are women tortured for such a trivial reason?
