Social Etiquette: Is it rude when people query how much you spend or your income?

Yes it's rude but just because they ask doesn't mean you have to answer. You could either ask them what they mean, like do they want to know were you got it from, or why they have such an interest in your pocketbook. Or you could learn the art of changing the subject. It all depends on who's asking.
